Beerus gets intrigued by Goku's power and potential being far beyond any Saiyan he's seen before during the fight with Cell and interrupts it to ask if anyone knows about SSG, showing his power by blasting Cell away (though not kill him due to Cell's regeneration) as a warning. The Cell Games get cancelled and the Earth Dragon Balls get used to find out about the ritual. Cell spawns one Cell Jr. and the ritual is used to make one of the Saiyans a Super Saiyan God. I'm going to say it's still Goku, since the other 4 wouldn't want Cell becoming any more of a threat and limiting it to the main 4, Goku and Vegeta are the most skilled, but Goku has a higher battle power and no chance of going rogue if he actually beats Beerus (which of course is impossible). We get the BoG battle far earlier and it's relatively the same as the manga, other than SSG Galu's power not being great enough to cause Universe level shockwaves. Earth is spared due to Beerus being intrigued by Goku's potential, Vegeta eventually convinces Whis to train him and Cell's essentially let off with a warning and leaves Earth to train. Trunks goes back to his future and with #18 not being spat out, Kuririn remains a virgin.
4 months later, he comes back as Emerald Shello and kills everyone. Beerus instead shifts his interest to Cell and has Whis train him. By the time of Super, Cell would've reached the level of being a true rival to Beerus and at some point, would eventually defeat him and perhaps take his place as Hakaishin. Learning the ability to move between Universes as many Hakaishin do (unless that's their angel's ability, in which case Whis transports him), he goes around challenging other Universe's Hakaishin and becomes a person of interest to Zen-Oh. His cool factor allows Zen-Oh to promise not to erase Universe 7. No Tournament of Power occurs, but maybe we instead get a Hakaishin battle royale.
