I see many people claiming that Vegeta didn't surpass Goku in the manga and would like to discuss that.
First of all, why would we assume that Beerus used less power/effort against Vegeta? Beerus was visibly shocked when Vegeta absorbed his first attack and then got smoked. It was clear by the end of it that he was allowing himself to be hit, but this didn't appear to be the case initially. On paper Vegeta is clearly performing better than Goku.
Second point, on page 40 of volume 1 (chapter 3 page 2), there is a note from the editor claiming to refer to the BoG film to fill in the events at Bulma's party. The BoG film also has a pretty clear statement favouring Vegeta over Goku.
