Merus' UI technique is limited to be as good as Beerus'. Who wins?

This is essentially the same as the Beerus VS Moro thread from a while ago, seeing as how Moro should be equal to Merus after using his abilities. That said, Beerus likely takes this both in power and abilities.

I have them the same. Beerus says that UI Goku fights like a God, maybe he refers to as him. However, Beerus would win by having skills like the sealing technique and the Hakai.

If Merus' UI is limited then he has no chance.
