Beeruses initial power was his full power?

Assuming you mean his actual initial power, he gets beaten by MY BULMA Vegeta in the anime and SSG Galu in the manga. In the former case, Goku and Vegeta aren't given an incentive to train with Whis, so Golden Freeza kills them all. In the latter case, Galu doesn't throw the fight against Hit, though the plot is generally unchanged after that.
If talking about how he claimed to be using 10% against Vegeta and his full power against SSG Goku, then he barely beats Goku in both continuities, though the plot remains unchanged thereafter beyond Beerus getting oneshotted in the battle royale in the manga (assuming none of the other Hakaishin were nerfed too).
