DBZ's always had awful pacing. They dragged out a 2-volume fight between Goku and Freeza to around 20 episodes or something, A scene that took one panel in the manga (Gohan kicking 18 out of Cell and forcing him to detonate himself) took almost a whole episode in the anime, and the Kid Boo and Gohan Boo fights literally took more episodes than they took chapters in the original manga.

the current arc actually had a good plot for the most part and some planning and intrigue building up to the identity of the true villain, and I think it's unfair to just trash it in one episode because of an issue that's existed with the franchise as a whole since the Z days.
