I get the impression Boo attacked him not to make him unable to prevent Dende getting killed, more like Boo changed his mind on who to kill firstly. Otherwise he could just have targeted Dende with power enough that Gohan wouldn't prevent it from happening as he was way stronger there.
That's speculation. What we see is that Gohan couldn't react in time after being hit with that Kiai, and that's all we need to glean from the scene. The blast moved slowly enough that Satan had time to shoot at it, so if Gohan was unable to intercept it it must be due to the stun damage from the Kiai.

Satan shot at it because blasts don't move in a consistent way, the comedy of that scene was Mr. Satan thinking he did the damage. If we took Satan being able to shot seriously and at face value, then it only becomes more ridiculous that Gohan wouldn't be able to intercept that since it'd be too slow for him. Again, he doesn't need to numb Gohan to take down Dende, he can easily make the blast strong enough so Gohan won't interfere. Freeza made it quick enough no one could see it when killing Dende. If it were a blast strong only to take Dende then it stands to reason Gohan would be able to fire a blast quickly as he wasn't damaged from the kiai, it only stunned him for a moment but he was able to see it going there and wasn't paralysed or anything.

Gohan hadn't been able to move a muscle by the time the blast was repelled, so unless Gohan's reaction speed is somehow much slower than Tenshinhan's it has to be the stun damage.

Well, that's why I think the scene is just AT being inconsistent, just like Boo trying to prove a point on Goku being useless using Tenshinhan falling with a kick when he's fucking Super Boo with SSJ3 Gotenks on top lol. I think Toriyama just didn't think well enough those scenes.

All which shows incredible resilience and reflexes. He seemed affected to a point he had to pause upon his face being punched and scream in pain... Upon noticing the blast was about to hit, he still had the quick reaction to dodge it. He broke out the galactic donuts which tool an incredible amount of effort all while Boo was already launching the KMHMH on him... That shows incredible reflexes and resilience. I don't think the Kiai affected him that much considering he didn't seem really injured after it and hadn't marks of damage and pain like in the above situations.

The stun damage of a Kiai is just greater than a punch. The Daizenshuu states the Kikoho is like a beefed up Kiai, and Cell was unable to move out of Tenshinhan's Shin Kikoho despite it not being strong enough to damage him.

But yeah, dodging feats are inconsistent too.

But yeah, dodging feats are inconsistent too.
Because Tenshinhan kept spamming the Kiai on him. And it's not like the stun damage of a kiai is high just as much as the Shin Kikoho is very overpowered. If Tenshinhan had only launched one Shin Kikoho, Semi Cell would get out of that easily. Kiai generally pushes the opponent knocking them away, not stunning in the sense the opponent suffers damage from it in a way they can't move for a while unless when spammed more than once. Gohan wasn't even like pushed by the Kiai, he only had his clothes ragged up for a while and had his arms in a defense position, not like, for example, when Freeza got Goku in a chi-paralysing technique.

He had ample time to rush at him but decided not to. Gohan saw the blast going and in the panel right after Boo's attack was nullified Gohan was already back to a fighting position stance in a way he'd likely be wanting to take action to stop the blast:

I think it may be simply that the Shin Kikoho is a very haxxed technique when destroying blasts aimed at others though, like how a half dead Kaioshin could makes Boo's blast that almost killed Gohan explode with an eye kiai, that I may grant now thinking about it...

Destroying or repelling others' blasts from the side doesn't seem to take nearly as much energy as firing the blast itself. Think of how a half dead Piccolo could repel Gohan's giant Masenko that he fired on 3rd form Freeza, while Freeza himself struggled with it.

For example, it didn't push Gohan back at all which a kiai generally does. When Freeza used it vs SSJ Goku while 70% it pushed him away a lot and even then Goku didn't get stunned that he couldn't stop Freeza from going 100% if he wanted...

Goku was clearly hit by surprise as he had a shocked expression when Freeza fired off that Kiai. Also it took Freeza like a full 30 seconds to a minute to go 100% lol, that's cap. This blast was to reach Dende in 2 seconds max.
