BoS Roshi > Pamputto?

According to Roshi, Pamputto is at the very end of the ordinary, or human level.

Chapter: 122, P13.2-5
Kuririn: “But I knew you’d win for sure! Despite how incredible they said he was, he didn’t look all that great!”
Goku: “Maybe he was just in bad form today”
Kame-sennin: “Hohhohhoh…That’s not it. Panput truly was a fearsomely skilled master, but only when seen from an ordinary level…To your eyes, however, he didn’t look like anything special…That shows just how much you two have acquired strength that surpasses the ordinary.”

Earlier in the series Roshi said BoS Goku and Kuririn were still on human levels, and proceeded to give them a show on his speed.

Chapter: 28, P12.1
Kame-sennin: “Hm—mm…that’s absurdly fast…You two are both really something. However, that’s entirely from a human level. In order to become a complete martial artist, you must overcome this wall called ‘human’. This is hard to do…”

Clearly, this is meant to show Roshi as beyond human level. Lots of people say Pamputto is on 21st Budokai Goku's level, but is it possible he's far weaker based on this?

Most likely, not to mention he said that Kuririn not that far into the training was approaching the limit of human level. Panputto breaking part of a wall is far less impressive than it seems when BoDB Yamcha could push Goku through multiple large pillars and far more energy is required to do some of Goku's initial feats like crushing boulders with his bare hands.

Yea. I think he's fairly strong by 21st standards, but he'd be defeated nearly instantly by Roshi, Goku, or Namu.

Pamputto is really nothing special even by early DB standards. He wouldn't fair much better during the 21st Tenkaichi Budokai.

Is Colonel Slver >> [21st Budokai] Yamcha?

I'd say so. I've got him > 1.2x stronger than Yamcha. His speed was enough to surprise Goku.

Sure. I currently have both the same due to lack of space, but I could see Silver being noticeably ahead. Yamcha did draw some reaction from Kame-Sen'nin with his Rogafufuken, so Silver ~ Rogafufuken sounds like a good placement.
