Considering SSJ Grade 3 Trunks VS 50% Goku is already a contentious topic when it comes to raw power and I wouldn't say the evidence for Goku > Trunks in that situation to be too strong as it is, Cell ought to stomp assuming he boosted his power by the same amount Trunks did.

Goku surpassing everyone doesn't seem to be set in stone until he unleashes his full power. Since this version of Cell is probably at least as strong as Trunks' Grade III transformation, he should take the W.
