Can a Haikashin surpass an Angel?

If they train? Or are Haikashins already at full potential?

Hakaishin come from many different races, so I don't see why they'd be limited to their current tier as their absolute peak. It'd be pretty forced if Saiyans such as Goku, Vegetto, Gogeta, etc. can match or surpass their level despite most races in other universes seeming far stronger on average than Universe 7's. The only reason I'd say none have despite millions of years to do so is lacking the right experiences to force them to new plateaus, considering threats to themselves almost never appear, two Hakaishin fighting is deemed dangerous enough for their Angel attendants to intervene and Angels can't directly spar against anyone at full power.
