Can Shenron change personalities?

We know that Shenron can physically alter bodies, such as removing the bombs from 17 and 18. Would Shenron be capable of altering a brain as well? Could they have wished for Piccolo Daimao to not be evil for example?

So brainwashing? That is completely different then removing a bomb. I would imagine Shenron would say he can't affect a character stronger than him with his magic in that way like how he couldn't turn them into humans.

Bomb's not organic whereas the brain is. Did he ever change anyone's organic makeup? Like changing their physique? Oh yeh there's immortality and giving youth, although that's not really changing the structure of the person much - it is at least changing how processes in the body occur, same as messing with neurotransmitters and hormones in the brain. So maybe he could change a person's brain function, if not its structure.

With the bomb, did he need to have 18 and 17's permission first, because they're stronger than Dende? If not, it makes me wonder if he could remove all the electrical parts of the androids.

But isn't it strange that Shenron would be inferior to what humans could do? A human could give another human a lobotomy and completely alter their being. How the hell is Shenron not able to do the same? The guy can grant immortality but can't give a lobotomy
