I know this is for Vic, but i'm answering you anyway.

When Cell told the Jrs to go for the kill, the humans got instantly pwned and Goku went to the ground eat dirth, but Kamiccolo was still hanging on despite being more blodied than Vegeta and Trunks. You can look the scans when Gohan turns SSJ2, Kamiccolo is covered in bruises, but still standing when the humans were put to sleep.

surpassed what was believed to be Goku's max. Trunks was surprised at how cool
Goku seemed to be with their upcoming doom.

I think Piccolo initially assumed that what Goku showcased at Karin was his FP, but eventually realized things weren't this way.

Interesting enough, the anime has Piccolo telling them all that wasn't Goku's FP iirc.

Because it was so big they assumed it was his max. It's not like he's showing his power to his opponent, after all.

Some people think Piccolo overheard the conversation between Goku and Karin due to his superior hearing, but if that were the case he'd know Goku only showcased 1/2 of his powers and wouldn't be shocked at Goku displaying his full power at the Cell Games considering he'd be already expecting it imo. All of them were shocked because they still underestimated the length of Goku's powers.

But Piccolo definitely thought that what Goku showed at Karin wasn't his full power after his RoSaT trip, which is why he deems himself trash to Cell, but he still probably didn't think Goku's FP had a whooping 2x gap over the one he showed earlier.

Yeah, Goku exceeded Piccolo's expectaions of his FP, which means Goku [showing his FP] >> Goku [Piccolo's estimations]. That wouldn't be the case if Piccolo already knew how powerful 100% Goku was supposed to be.
