Piccolo not only survived; He stood up just like Vegeta and Trunks.

That's enough to put him as high as I already did, but not necessarily anything higher. Vegeta could stand just fine after an extensive beating from KKx3 Goku and getting hit partially by a KKx4 KHH, for example. Standing after a vague scuffle against the Cell Jrs needn't elevate Piccolo any higher than, say, 50% Goku in my book. As long as it's not worse than Goku vs Ginyus or something, I think it's fine.

Vegeta is resilient; anyways Vegeta was not defeated by plot. Goku could stand after beating by Freeza 50%, so? This is plot IMO.
But why AT wanted to leave Piccolo like Vegeta and Trunks? Because Piccolo is strong as hell.
