Assuming he keeps his mouth shut about everything but who he is, then it depends what the limit to it's capabilities are. I highly doubt his technology would have the capacity to make Cell as strong as Z top tiers or most Super characters, though considering #17's Park Ranger GAINZ, I'd still keep it as a possibility. Either Present Cell caps out at a level where the main cast can still deal with him easily or he becomes a genuine threat who after absorbing the twins, may truly become Perfect and surpass Zen-Oh.
