Not by much. His attacks are probably less focused though.

I think there should be a significant difference. Just compare Mindless Nappa to Calm Nappa. Stark difference. This is also suggested when Jiren is stated to be close to Goku and Vegeta in terms of power much to Goku's surprise. Jiren seemed extremely powerful from Goku's perspective but Vegeta clarified that Jiren's skill in wielding his power is what made Jiren appear so powerful. Cell Max is completely mindless so having a mind with some semblance of control would make a huge difference I'd imagine.

Maybe it's referring to Broly achieving a controlled form like Kale? Tenshinhan said her Ki rose considerably when she achieved that form. In Cell Max's case though, I think he wouldn't gain a new form from having a sound mind, since he was already physically complete.
