Ok, I think I got this figured out now. Check it out.
SSJ Goku 240
Piccolo 250
Hellzone Grenade 375
Light Grenade 500
Grade 2 Goku 600
Imperfect Cell 750
Semi Cell 1,500
Grade 3 Goku 1,800
Super Vegeta 3,750
Perfect Cell 7,500
Buff Trunks 10,500
Buff Cell 10,500
50% Goku 12,500
So going with a 2.5x boost for Grade 2 is what changes the game here. Makes things flow pretty well. Semi-Cell powers up a bit more than I'd like, but it's possible considering he thought he could beat Vegeta despite getting so easily beaten up.
This allows Light Grenade to have a solid 2x amp and still allows for Cell to quasi tank it with LG at 66% of Cell.
This is probably the best I've been able to do and still keep 50% Goku where I want him at.
