Ok, I think I got this figured out now. Check it out.

Super Vegeta 3,750
Perfect Cell 7,500
Buff Trunks 10,500

50% Goku 12,500


So going with a 2.5x boost for Grade 2 is what changes the game here. Makes things flow pretty well. Semi-Cell powers up a bit more than I'd like, but it's possible considering he thought he could beat Vegeta despite getting so easily beaten up.

This allows Light Grenade to have a solid 2x amp and still allows for Cell to quasi tank it with LG at 66% of Cell.

This is probably the best I've been able to do and still keep 50% Goku where I want him at.

2x is enough for the Piccolo/Imperfect Cell gap.

It's because it's revealed that Trunks' speed is not up to par. Had nothing to do with Buff Cell.

I think there'd be no point for Cell to show he could buff too if that didn't make him stronger than Buff Trunks.
