When getting Super 13's power I just add Base 13 with 14 and 15 and wind up with him being a smidge beneath Initial Semi-Perfect Cell.

No it doesn't. In the movie timeline, the Saiyans beat the Androids without the remote. Otherwise they would've flown to get it or been hella scared when they saw more androids. Super 13 one shotted >#17 niggas. #16 can't do the same.

#13's bio is on the same exact page as #16's bio that says that he is the strongest Android besides Cell, so I don't see why #13 would be excluded from the statement.

2. The Saiyans and Piccolo are portrayed to be on the same level. Even if they weren't, #16 can't one shot a Piccolo that beat #17

No, they're not. Goku was slightly disadvantaged against #13, Piccolo however said that he'll beat #13 or something along those lines (I'll go back and double check). Goku even drops out of Super Saiyan, implying he was going to let Piccolo handle #13.
