It's pretty simple. Piccolo did a bit better against 13 than he did against cell who is equal to 16

#16 is stronger, because the Super #13 movie premiered before #16 showed his true-power in the anime, so Toei didn't know.

I think this fight can go either way. Both with Cell winning.
Either I go with @Pakl's logic of going by the anime. And since the episode in which Cell appeared after absorbing the human population came after Movie 7's release, Cell wins easily. The movie came-out even before Piccolo and #17 fought, so he isn't even all that much higher than un-weighted Piccolo. As can be seen in the movie when Piccolo lifts #13 off the ground (un-weighted but already beaten-up) and also made him move with his attacks while weighted. I'm just saying.
Going by a different line of thought, I could just think of Super #13 being Cell's and #16's movie equivalent in which case it's an even fight, but Cell wins because I like him more.
