Why's that? If I recall correctly, Cell even says something along the lines of ending this "game" implying he was toying.

Cell broke Piccolo's neck when he punched. That alone establishes a significant difference between the two. All of the attacks before that didn't seem to be as powerful as that one.
Piccolo was still able to get up and stop Super #13 from using his SS Deadly Bomber against Goku. Not to mention Super #13 had to power-up while stomping Piccolo just to knock him out.

@Topic. Cell takes it. I think there used to some evidence that I saw someone/some people use from the movie where something Piccolo did had more of an effect on Super #13 than Cell, for what it's worth. I know that's vague but I just don't remember. It's probably shaky, but there's the Daiz entry regardless and there isn't really any reason to place Super #13 above #16 anyway.

Hello everyone, I'm back from my DBZ hiatus, which resulted from a bad Internet connection.
Anyways, as everyone else has pointed out, the Daizenshuu says that 16 is the strongest android in the series (at least, ignoring the rest of the Cell arcs).
This implies that Cell, who is equal to 16, would smash 13 with ease.

This poorly worded question should be "Imperfect Cell (Post Human) vs Super # 13". This is very easily give it a Cell, because easily withstood tremendous attack Piccolo, for while Super # 13, seems to be neither powerful triple Piccolo.
Cell could stomp anyone Super 13 stomped, so it's kinda hard to compare them. Piccolo did do more to Cell than he did to Super 13, but that's only because he got an off guard kick. I think either could be stronger than the other.
If you're the type to only make characters as bare minimum as you need to, then I think Super 13 would be smaller than Cell, since Cell has to be strong enough to completely tank a light grenade, while Super 13 hasn't shown such a feat.
