Champa could've been better with how he seemed to be putting in place more strategies and efforts to have his team survive the ToP, though all that fell apart when he thought Potara would make a good idea when there was just as big a chance of Zen-Oh or Daishinkan erasing him for cheating as the opposite. Even though things worked out in his favour, that was more as the result of sloppy writing.
Overall, he's basically just a Beerus clone. Quitela's a far better Hakaishin than both due to being the only relevant Hakaishin to put in place competent strategies for his team in the ToP.
