The default is, yeh. Sometimes you can change it. Actually, I see you have "Sovereign Master of Spamifestation" under yours. Puipui has "From Right Next Door to Hell". Where's the setting for that?

Mine is a custom title from donating. The other title, "High Class Warrior," is from post count, though. Your "Elite" is the equivalent of that from having a higher count.
