I'm assuming this is LSSJ Broly at his peak, since Broly's SSJ form would just get stomped.

A Saikyo Jump entry confirms Broly as the strongest enemy Goku and co. have faced, making him stronger than Jiren. Toriyama also referred to him as an "almighty Saiyan", which would suggest he's above any Saiyan prior to the film. Even if ignoring the latter statement and treating it as just hype, Broly has the power/durability to contend with MUI Goku and (as it wasn't restricted in the OP) the stamina to outlast the limited time Goku can use Ultra Instinct for.

I know it is, and that doesn't change what his final form is unless getting really pessimistic, regardless of material such as Xenoverse renaming it Full Power Super Saiyan, especially when the Super manga even refers to Kale as the "Legendary Super Saiyan".

Within the context of Super there really is no such thing as a ''Legendary Super Saiyan'' that is separate from the yellow haired form like what the Z movies seem to imply. Obviously it's a homage to the LSSJ form but I don't think it's meant to be the same thing.

Kale is referred to as a Legendary Saiyan, not LSSJ.

Toriyama clearly disregarded the complete anime and manga continuities for this movie. He wrote it and didn't include Kaio-Ken Blue or Blue Evolved, so then how did the tournament play out, you ask? Figure it out yourself, you filthy animals. It still happened because Goku flashed back to it when talking to Whis about getting stronger, so somehow Jiren was defeated without Kaio-Ken Blue or Blue Evolved. There's no "they just forgot to use it" here because they clearly admitted fusion was their only shot and Piccolo's telekinetic communication confirmed this when he told Goku to stop being dumb and use Blue—not Blue with Kaio-Ken.

Broly is intended to be the toughest foe yet.

I'm not ignoring anything, YES Whis says Jiren is far from full power.
However the comparison Whis makes when making that statement was at that very moment when Jiren was initially suppresses, not after Jiren unleashes his full power but before. Long before.

Whis had no idea how powerful Jiren was yet still makes the claim of him being on the level or perhaps surpassed A God Of Destruction at that time.
Yet the claim is vague enough to work either way.

Whis was obviously projecting Jiren's full power based on his ability to stop the Genki-Dama powered by Kaio-Ken x20 Blue Goku. I'm at a complete loss as to how you could possibly think the powerscale makes any damn sense if suppressed Jiren is already stronger than a God of Destruction. That would mean Kefla, Hakai Toppo, SSBE Vegeta, and possibly more are far past God of Destruction tier, which is silly.

Hard to say.. I think Broli is stronger in whatever continuty Toriyama had which is different than the series as Goku and Vegeta had no kaioken and Blue evolution. Going by Toei Jiren is stronger as they make it look in other medias. I think its impossible to compare like science and religion.
