I have 4th Form Cooler a little stronger, a step below Freeza, and he is clearly the most skilled, versatile and cautious in his family, since he can change his ki, gather all of his energy really quickly and has zero qualms about doing whatever it takes to win. So Cooler takes this fight with moderate to high effort.
