Could Ultimate Gohan turn into a SSJ?

I don't know if I agree with that. There are some panels where he looks more akin to his previous base form when in a resting state.

I think the SSJ-like features start showing depending on how much power he uses.

...which is exactly how MSSJ Galu/Gohan looked when they were resting, aside from colorization. But Gohan while waiting for Super Boo to show up just looked like his regular Ultimate state despite not being powered up.

His eyes looked like this a few seconds after achieving Ultimate as well, and demonstrably putting out power leagues above . I think the eyes moreso reflect on his mood rather than power for the most part.

I wasn't really focusing on the eyes though, the hair is shown standing up more and the bang is noticeably larger. Even in the panel you're showing doesn't have him looking like the punk ass bitch he does in the one I showed.

His bang looks pretty long in this panel to me. I don't think AT is that consistent with the bangs anyway considering the small strand next to the big one comes and goes all the time.

I mean there's nothing contradicting it either than BoG or GT which aren't exactly reputable sources (considering that they just recolored Gohan's hair and aura when he was just SSJ at first) so whatever. Whatever floats in your boat.

Super seems to contradict itself too by having him go SSJ in BOG but has his hair go from yellow to black during his transition to Ultimate in the ToP arc.

Super for some reason has his hair change whenever he goes Ultimate but not in the BoG arc too. But I guess the writers' aim with Super is probably to be more internally inconsistent than consistent at this point so that's not surprising.

The only way I can justify it is Gohan not having Ultimate in the BOG arc and not using SSJ for whatever reason against Beerus or just treat it as just a plot contrived outlier for Goku to go god mode.

Honestly the base form argument actually makes slight sense considering they made Gotenks stay in base form like a retard too.

The round eyes Goku and Gohan had while on MSSJ probably alluded to how relaxed they felt while on that mastered state, as the SSJ was kind of conditioned to replace their base forms. As far as I remember Goku hadn't those round eyes until mastering the form, whereas before it he had those more narrow eyes. But I still don't think they eyes necessarily reflect the level Goku is in, considering he possess the narrow eyes for some moments when on his staring-down with Perfect Cell.
