Dabura being "over 4000" kiri

I'd go the route of Dabura being above SPC, so yes, especially when the anime heavily points to the SS2 Gohan route.

^That, and Goku displaying his aura in SSJ, something we saw wasn't the case when he was suppressed down to 50%. You could assume he was using more than 50% and less than 100%, but that's a stretch when we have no way of knowing where the baseline percentage for the aura appearing post-Rosat.

The initial assessment of Dabra is that he is about as strong as Cell. Goku and Vegeta are in agreement of this, and this is prior to it being revealed that both of them could use Super Saiyan 2 - which was a surprise to Vegeta after seeing Goku use it against Yakon.
Chapter: 455 (DBZ 261), P6.1-2
Context: as Dabra fights Gohan
Goku: “Magic, huh? He’s way stronger than I thought, ain’t he?”
Vegeta: “Hmph…Even so, he’s not an opponent [he? we?] can’t win against. [Gohan]’s so pathetic…So much so that he was stronger as a brat…”
Goku: “He really did slack off!”
After seeing Dabra's magic, Galu concedes that Dabra is much better than they originally thought, but Vegeta still makes it clear that he is still a beatable opponent.
hapter: 455 (DBZ 261), P10.5-6
Context: as Gohan fights Dabra
Vegeta: “Damn it…this is pissing me off! Alright, I’ll finish this!”
Goku: “Don’t, Vegeta! Let [Gohan] do it. It ain’t like he’s completely losing.”
Goku then tells us that a Gohan who is far weaker than his Cell Games self isn't completely losing to Dabra, who if is stronger than Super Perfect Cell should be capable of one shotting Gohan.
On your side I am seeing several quotes from Dabra displaying confidence in his own abilities, plus the fact that he was confident in fighting Gohan again after their first match. I find that extremely questionable when he wasn't able to draw significant damage from Gohan. If these two fighters were Super Saiyan 2 tier, it wouldn't make much sense for Gohan to later make this comment about SSJ2 Goku and Majin Vegeta:
Chapter: 458 (DBZ 264), P6.1-2
Context: after Majin Boo quickly reaches full power
Kaioshin: “Th-that’s impossible…Wh-why has Goku’s damage energy [filled it up] already…!?”
Gohan: “…I-I know…! Father is fighting at a level that has further surpassed Super Saiyan…Vegeta probably is too…If two incredible powers like that clash, th-the damage is astounding too…!”
The underlined quote makes it sound impossible for Gohan and Dabra to be on that same tier.
I'd like to hear your thoughts on this again.
