Daishinkan top 5?

CC's post reminded me that Daishinkan is only top 5 in the anime. Does anyone have the full quote for this? Not only this, but do you think the anime will maintain that? Who would even be above him at that point? Whis doesn't know Jiren's full power, so he couldn't be including him in that statement. Would it be Zeno, the bodyguards, Daishinkan, and then ??

Goku: "That guy may not look like much, but he feels pretty strong!"
Whis: "I'm impressed you could tell. The High Priest is said to have one of the five highest battle powers in all universes."
Goku: "Amazin!"
Whis: "Shh... You absolutely must not say anything so rude as to ask to fight him."
Goku: "But I'm curious!"
Whis: "Let's just say that even I could not measure up to him."
Goku: "Wow, he's that strong? That makes comin here totally worth it!"

Not only this, but do you think the anime will maintain that?

Zeno isn't a fighter so he shouldn't count. His bodyguards could be weaker than Daishinkan. After all, look at Freeza and his bodyguards, Dodoria and Zarbon.

I find the manga did a better job at saying Daishinkan "is the mightiest of all beings in the universe." because it's difficult to see someone be more powerful than the being who Whis stated even he himself could not measure up to.

That quote is quite strange in retrospect. Whis acting like Daishinkan's power is something of a legend is odd to me, although he at least knows that he's one of the top 5.

Anime-wise, I'd assume Zen-Oh was included in the statement, and perhaps his bodyguards account for the other two, with the last of the top five probably being some unknown character, likely a future antagonist.
Manga did it better due to not opening up any unnecessary mystery boxes that would probably end up contradicted at some point.

There's probably a set of 5 strongest fighters in the omniverse and Daishinkan is one of them IMO.
