Maybe he chose Pure Boo because it's the final version of Boo? I doubt Goku would really think too hard about it or rationalize it down to the exact power level. Goku had memorable fights with Freeza, Perfect Cell, and Pure Boo. It would make sense that he wouldn't envision Super Boo since he never had a memorable one-on-one fight with him.

I'm just trying to rationalize this.

Exactly. That shit works in GT because Rild is the newest villain, so it's logical to compare him to the strongest form of Boo, whichever that may be. It doesn't necessarily need to be applied the same way here because Goku isn't comparing anybody physical to Boo – he's simply hypothesizing.

And even if he was talking about Kid Boo, then Kid Boo > Boohan with that logic. Goku didn't used the latter as a measuring stick after all.

No, Kid Boo > Super Boo isn't confirmed the slightiest in this dialogue.
