^Kaguya was heavily implied to be a Planet Buster, especially if you take OBD calcs for any value, so likely Saiyan Arc Vegeta at the very lowest. Speed-wise, even most Naruto Jonin/Weaker-Kage tiers are in the speed range of Namek Arc characters going by the statement of Kakashi cutting a lightning bolt.

Toriko = Freeza/Early Cell Arc tier. Perfect Cell tier if the Star busting hype is revealed to be true.
