Vegeta mid-diffs at best. Freeza arc Gohan's probably even less skilled than Boo arc Gohan considering he's only been seriously fighting since Nappa.

Vegeta has vastly improved his skills from 7 years training and Goku admitted it too and Gohan can barely fight well unless he's mad so i give it to Vegeta.

Without rage boosts, Gohan's fodder to nearly anyone in terms of skill prior to the Artificial Human Arc, whereas Vegeta's one of the most skilled and tactical characters in the series. Vegeta low diffs.

Equal power level? If yes then I think Roshi takes this once he manage to shoot him a 100% Kamehameha and has tons of tricks to his advantage something that Pui Pui doesn't have except his 10x gravity.

Master Roshi rapes. He's just as skilled as any of the Z-Fighters if not more and not to mention has his Buff form.

If by Full Power Roshi you mean buff roshi, I'd say he loses since there definitely appears to be massive downsides to using the buff form in battle, or he'd have used it against Galu or Tenshinhan. Otherwise, he wins with relative ease, his only disadvantage being that he cannot fly.

Roshi wins pretty handily. Unlike Pui Pui, he's displayed an array of techniques, some of which have significant hax (Hypnosis and Mafuba, especially). Even if we assume it's his buff state, I don't believe that would be detrimental from how effectively he used it in FnF, not to mention that given it takes place at the Tenkaichi Budokai, he'd be far more attuned to the battle arena than Pui Pui.

So both are equal but Goku can get stronger by kaioken? Either way, Goku takes this since he's skilled enough to win this fight.

Saiyan arc ki attacks are implied to be completely shite so Piccolo would win. With Kaioken Goku rapestomps, unless the Kaioken is being used to actually reach pickle's level.
