Did Akira Toriyama forget Piccolo and Vegeta were way past 1,000,000?

It's just a general statement. Freeza hasn't had to get involved in combat in his entire life. The Ginyu Force were even considered to be unnecessary on Namek, meaning they are only used in the most extreme cases, and obviously they had never lost. In one day Freeza came across numerous people who had surpassed them, including Goku, who he had no knowledge of.

I think it's only due to his unfamiliarity with Goku. He hadn't even seen him on Namek and was thus surprised by his power. Also Ginyu was Freeza's top guy. It would have been strange for him to say "I didn't think anyone else in this Universe surpassed Vegeta", when Vegeta had only reached that level on that day.

Well, it'd still seem way more relevant than mentioning someone who was surpassed by everyone on the battle there, likely even by Kuririn. Bringing a guy that even the weakest there has surpassed seems pretty weird. He should have mentioned the same to everyone there if he finds this idea worth commenting imo.

It's a weird statement to throw in there, but I can't see Toriyama having forgotten so many details in a relatively short amount of time. Vegeta had just demonstrated the highest level seen by anyone who wasn't Freeza before Goku showed up.
You have to think of it from Freeza's perspective. It's more noteworthy to him that his right hand man of many years had been surpassed than Goku surpassing his own allies.

Even a BP of 1,000 is uncommon. Ginyu was essentially a god compared to 99% of the universe inhabitants.

Well, why not state that to Piccolo and Vegeta then? They easily left Ginyu in the dust.

Why he didn’t tell that to Vegeta or Piccolo? Because he knew neither of them were falling for it. Vegeta already rebelled against him and Piccolo had a similar personality to Vegeta. It also helps that Goku is the only one to actually rival Freeza’s final form, making him even more unique than the others.

Along with what GSM mentioned, he also had zero interest in praising the other fighters more than they were worth when 3 of them had actively foiled his attempts at immortality and a Namekian crying out his desire for vengeance wouldn't exactly be someone to fall in line either. By comparison, Goku had yet to do much beyond fighting Freeza that'd make him an obstinate opposition in Freeza's eyes.
