Did Cell Max and Piccolo get stronger in Chapter 99 of the Manga?

At the beginning of Chapter 99 of the Manga, Cell is seen standing up with a powerful aura, although no one comments on an increase in power. As well as the end of Chapter 98 and the beginning of Chapter 99, Cell Max was seen defeating Giant Orange Piccolo with moderate ease.

After Piccolo was hit by Cell Max at the beginning of Chapter 99 of the Manga, Piccolo gets up and says that at that moment the real fight will begin. Would that mean that Piccolo got stronger at that time? Or was he saying it because he trusted that Gohan would bring out his true power?

I'm thinking of 2 options:

1.-) Cell Max Complete Brain (Hypothetical) >>> Cell Max Incomplete (FP) > Cell Max (Damaged / FP) > Cell Max (Damaged) = Giant Orange Piccolo (Power Up) > Giant Orange Piccolo = Orange Piccolo > >> Cell Max (Unusual).

2.-) Cell Max Complete Brain (Hypothetical) >>> Cell Max Incomplete (FP) > Cell Max (Damaged) > Giant Orange Piccolo = Orange Piccolo >>> Cell Max (Unusual).

Which of both options is correct?

You're right.

I realized that the only 2 possible differences are:

1.-) Cell Max was damaged more in the movie than in the Manga, after receiving Gamma 2's Explosive Attack. In case Gohan comments that without the help of Gamma 2, not even with the help of Goku and Vegeta If they had won, it would mean that Cell Max was equally damaged in both the Movie and the Manga.

2.-) In the Movie, Beast Gohan laughed when he saw Cell Max's Giant Ball, while in the Manga, Beast Gohan is a little worried. What it can mean:

Movie:

Beast Gohan (Makankosappo) >> Beast Gohan >= Cell Max (Giant Ball) >>>>> Cell Max Complete Brain (Hypothetical).

Manga:

Beast Gohan (Makankosappo) >> Cell Max (Giant Ball) >= Beast Gohan >>>>> Cell Max Complete Brain (Hypothetical).

We also know that in terms of power, DBS Hero (Manga) >>>>>>> Dragon Ball Super Hero (Movie).
