Did Dabura use his full power against Gohan?

I don't see any reason why he wouldn't have been. Dabura's number 1 goal was to draw energy from Gohan, which he said beforehand he would have Boo's meter filled in no time at all. He didn't even make a dent in it against Gohan. I also don't buy the "Dabura enjoys toying with his opponent" argument. Just because his demeanor wasn't 100% focused at the beginning of the fight doesn't mean he was holding back. The sequence where he tried to kill Gohan with the sword actually shows him trying his best and then getting frustrated after Gohan overpowered him. There would be no need for the frustration if he wasn't giving it his all.

Dabra told Babidi he wanted to enjoy himself a bit, and it shows when he smiles at Gohan taking little to no damage from his blast. He didn’t start using one shot stuff like the spit or the sword until he overhead Vegeta and Goku talking about how trash Gohan and Dabra are. That’s when he knew he couldn’t waste time or stamina with Gohan. Talking about stamina, he didn’t need any healing like Gohan did, but it’s probably just because the latter is rusty. Either that or Gohan wasted more energy to overcome the sword.
Cell made similar grimaces against Goku, and he wasn't using his full power.
Besides, how do you explain his confidence when he was about to fight Gohan again later?
Didn't he still believe he could take out all the Saiyans by himself, even after fighting Gohan?

Dabra: “Naturally. I fought him a little bit before, after all. There’s no doubt that I can take care of trash like that.”

I don't see anything about taking on all the Saiyans after fighting Gohan.
