Did Fighter Tiger know of Shamrock? And why didn't the God's Knights or Gorosei stop him?

And if the God's Knights already existed, why didn't they stop Fisher?

Shanks was a God's Knight (in training at least) but he was only pretending to be one. Shanks did speak to him briefly and told him how to access the armory, so he knew he was an ally. I'm not sure if he was aware of Shamrock's existence.
