He did. He wasn't bloodthirsty towards all humans like Arlong, but he certainly hated humanity as a whole.

He represents the middle ground between Jinbei and Arlong/Hody. I think he wouldn't go as far as to commit genocide against the humans, but he detested them so much that he will never want to seek equality with them.
