Did Roshi have his buff form in in his prime?

If so would he have tried using it against Piccolo Daimao? I'd find it odd if Roshi had a level far beyond Mutaito, especially when considering that Piccolo claims that post 22nd Goku is about as far as a human could go.

It’s possible he developed it in his older age to pick up whatever edge he lost. I don’t see a reason why Prime Roshi would need it to extinguish the fire on Ox Kings mountain.

Doubt it. I think Roshi goes buff because his body can’t handle that power anymore and bulges in order to accommodate it.

Iirc, most sources that comment on the form such as the Tenkaichi games mention how the Max Power state took Roshi years to attain this state, so most likely not.

Not counting DBS, I view his buffed form as a way of accessing some of his youth's power. After training for the 22nd TB, he could access even more of his youth's power, moreover without buffing.
