Did Tenshinhan use the normal Kikoho against Frost?

I think whenever Ten uses the Kikoho he is using the Shin version. Even against Semi Cell he was able to spam it without immediately falling out so he should have definitely improved it's usage by now.

I think the super and shin prefixes don't really mean anything, they just were one-off terms used to accentuate that the characters were using jacked up versions of their old moves. Super KHH was quickly forgotten after the 23rd for example, but there's no way that Galu's teleportation KHH against Cell cost him less power simply cuz it didn't have the super prefix attached to it.
