Did the dbs manga retcon universe busting?

In the manga, guys like zamasu and moro were said to only have galaxy busting powers so what do u guys think?

The anime clearly didn't, since universe busting feats are still mentioned in the ToP arc, and Jiren apparently shook the realm of void which is a realm of infinite size. I'm on the fence about it being retconned in the manga since narration openly stated that SSJB is a form above SSJG (and therefore above suppressed BoG Beerus), and the Granolah arc might have universe/multiple universes busting feats for all we know. Keep in mind that solar system busting feats weren't in the Boo arc despite guys like Gotenks, Ultimate Gohan and Vegetto appearing in it.

Don't forget SSJ2 Kefla said she felt like she could destroy a whole universe, meaning apparently she didn't as a Super Saiyan 1 and neither did her components.

The manga in general is far weaker than the anime continuity. SSG Goku and Beerus' clash in the manga was at best Multi-Galaxy level as, unlike their anime selves, it wasn't specified how long it'd be before their combined clash destroyed the universe and their was no negation of the impact like in the anime, suggesting what they put out by the end of their fight still wasn't enough. The manga didn't get to characters being solidly universe level until Hakaishin tier with Champa making it apparent he could destroy the universe with his full power attack when fighting Beerus in a flashback.

Is the implication here that the Hakaishin can destroy universes, but they can't do it casually and would need to go all out?

Regarding the Anime, after 2 blows between Goku SSJG (very close to his Peak) and Beerus, Ro Kaioshin commented that with another 2 blows Universe 7 would be destroyed.

It was not destroyed thanks to the fact that both managed to diminish the waves of the blows. Then Goku SSJG does a Kamehameha against a Beerus attack. In that clash Goku SSJG manages to obtain the power of him Peak from him, which makes Ro Kaioshin believe that with the clash of attacks between Goku SSJG (Peak) and Beerus he can make Universe 7 disappear.

1.- Does it mean that with a simple clash between Goku SSJG (Peak) and Beerus, it is enough to destroy all of Universe 7?

2.- It would mean that the Universe, upon receiving many waves from the shocks between Goku SSJG (very close to Peak) and Beerus, made Universe 7 half damaged and that a shock wave between Goku SSJG (Peak) and Beerus was enough to wreck it?

Which is the right answer?
