No. They didn't know the Androids were coming, so they didn't train as hard as they did in the present 3 year gap.

We can only conclude his potential surpassed the base Saiyans, so if Vegeta didn't attain SSJ in the future, Green Man probably surpassed him.

The only reason why Vegeta was able to transform into SSj was because his jelousy towards Goku so him being SSj in the future is possible. Piccolo was haxed.
