Yeah, I think this is as good as it gets. An alternative:

SSJ3 Goku: 4
Fat Boo: 3.6
Evil Boo: 2.1
Good Boo: 1.5
SSJ2 Goku/Majin Vegeta: 1

What do you think? Mind you, Goku was also confident in beating Kid Boo who was = him, so he doesn’t have to be much stronger than Goku.

Recently, I was considering the idea of Fat Boo being just ~2x SSJ2s since Gohan filled almost half his meter, but being closer to SSJ3 Goku makes more sense. The way I had it he was too close to SSJ2 level.

Every prediction from Goku about Kid Buu seem to be flat out wrong:

He expected that he and Vegeta could manage something as Buu = Buu ends up creating an energy ball which destroy the Earth

He expected that Buu could not go to the Kaioshin realm = He end up coming

He thought he could kill him with a full power blast = Afterwards, he came to the conclussion that he was an incredible guy and is expecting for him to reborn as a good human and that he would get far stronger

The manga heavily implies that Kid Buu is the strongest Buu once and once again, so I think he is a different beast compared to all of the guys on here.

As for the topic, Fat Buu being 90% of SSJ3 Goku is pretty much interesting and I haven't thought about it, but I would make it like:

SSj2 Goku = 1
Good Buu = 1.4
Evil Buu = 2.2
Fat Buu = 3.6
SSj3 Goku = 4

When Piccolo asked Goku what would happen if he went all out vs Boo, do you think he's implying Goku was holding back against Boo, or just that he didn't flat out try to obliterate Boo into smithereens?

I think Goku went all out to deflect Boo's Kamehameha and it looked like if he definitely couldn't have tanked it. But he was confident in winning, even though in the living realm SSJ3 drains more energy. I imagine he had a similar edge to Boo as SSJ Goku or perhaps 100% Freeza would have to a hypothetical Namek post-Dende SSJ Vegeta.

I think it's self explanatory. Goku wasn't going all out, thus he was holding back.

That Goku was holding back at effort against Fat Buu.
