Do you guys find it strange how Who's-Who is supposedly possessing the same potential as Lucci and yet he was giving Jimbei that many problems?

Lucci is far stronger after the time skip, but yeah.

I wouldn't say it's strange when it's apparent Lucci's vastly improved if he's now worthy of being in CP0, especially if taking into account his non-canon feats until they're contradicted. I highly doubt a Lucci that entered the New World and was under a Yonko's command for a significant amount of time would be trash with how much some characters suggested to be nowhere near as talented have improved after the timeskip.

The main problem I have with Who's Who is how forced his character is. Despite the ties to the World Government in his background, it doesn't seem like it'll play a pivotal role in the plot and the acquisition of the Gomu Gomu no Mi having been a Cypher-Pol mission makes Luffy's status as a special individual even more unnecessarily forced than it was already.

He's just speaking in terms of talent. Lucci is likely way stronger than even WsW right now.

Well, sure, but didn't he stay some good time in prison? Idk if he had the means improve that much. Idk tho, could be.

We aren't given a good idea of how long he was imprisoned though, and his statements make it clear he was certainly part of Kaido's crew around the time of the East Blue Arc. It's also apparent that the members of CP9 aren't always active which can limit their gains (eg. Jabra being shocked at Lucci and Kaku's improvements and implying he was the top dog...or wolf, before their Galley-La infiltration mission).
