Kaioken x20: 94,000,000
100% Final Form Freeza: 130,000,000
Final Form Coola: 170,000,000
Movie 5 SSjin Goki: 235,000,000

But shouldn't Cooler be Mecha-Freeza's counter-part?

Nah, Mecha-Freeza is higher than 100% Freeza and so is Cooler. I mean by which point the movie happened and what it correlates with.
