Does Super Hero confirm that Nail wasn't given the potential unlock?

Given that he is a fighter-type Namekian like Piccolo but did not gain a golden skinned appearance and looked regular, could it be that he refused such a cheap power up out of pride? I think Piccolo would note if the Nail part of him already received the potential unlock as well

I assumed the implication was that Orange Piccolo was due to Shen-Long's upgrade. He grants Piccolo's initial potential unlock, but then tells him he granted "something extra". The fact Shen-Long needed an upgrade in the first place implies even the basic potential unlock was beyond his power, as doing so for Piccolo's current level would bring forth something magnitudes greater than what Nail got.
