Does the average DB human care about Goku?

Gero can't really replace the government though, unless the government was aware that Gero was tracking him and was satisfied with letting him do it all, but that was never mentioned. It doesn't make sense for governments to completely ignore someone who's that big of a threat. I mean, governments irl even spy on their allies in some cases, never mind someone who already killed a bunch of people and soldiers.

For the stadium - even if they have faith in Mr Satan being stronger, wouldn't Vegeta still be famous? Serial killers or terrorists remain famous even after being caught by more powerful police forces, spy agencies or militaries. If I saw someone kill hundreds of people, I imagine there'd be lots of news coverage and I'd remember what he looked like for a long time, regardless of whether there's a force (Mr Satan, death) stopping him from being able to do more harm.

They did during Part I, but not Part II.
It's weird because you'd think the world champ and two-time runner up in the most esteemed martial arts tournament would at least have some level of fame. Especially since the King of Earth literally saw him fight Daimao.

@Warmmedown It'd be understandable if the story went down the route that you're describing. Though I have a question that we may have very different takes on. Do you think this would significantly change the series?

Perhaps Majin Vegeta's crazy rampage was included in people's memories of Boo by extension and association with Babidi? Only real way I can rationalize people not recognizing Vegeta when he showed up in the same damn stadium at the end of the series.

Governments spying on Vegeta? Depends on when they find him again after he leaves Earth, but it could change the series. They could start looking for similar energy outputs to Nappa and find Vegeta training outdoors, or see Future Trunks and then figure out that Capsule Corp is involved when a few of them fly back to CC HQ. Then the government might investigate or raid Capsule Corp. Or they might only find Vegeta when he's training for the androids, trying to achieve SSJ, but it would still get Capsule Corp involved, if he's living there. They might try to bomb Vegeta when he's in the middle of nowhere or when all the Z fighters are meeting the androids they could nuke them, if they have the means. That could kill them all, also killing Kami and the dragon balls/the way of talking to King Kai to contact New Namek if Goku is dead and then Imperfect Cell would be unchallenged, unless they found another way of contacting New Namek. If Gero is nuked, A17/A18/A16 aren't activated, so Cell stays Imperfect. Or maybe it doesn't kill them and they still fight as normal, but die of radiation effects later.

Obviously it wouldn't fit DB's genre to have them all nuked to death, so I think it's more likely to just have a plot of Bulma and everyone trying to prove they're not the bad guys, defending themselves against governments and mercenaries, while also dealing with the androids. And at some point they should became famous too, either because the government report publicly that the Z fighters are dangerous or because the media have to pick up on it eventually if the government raid CC HQ and end up fighting Vegeta (most likely Vegeta gets annoyed and flies away after killing some of them).

Previous winners of the Budokais were far far stronger than Satan too, such as Akkuman. It is pointed out by the announcer that the Budokai Goku didn't participate in was boring as hell but idk how Satan's level became top tier. It's like people's memories of top tier martial artists and ki blasts just vanished
Most people's memories are shit. Remember when Romney was the second coming of the klan? Pepperidge Farm remembers. :troll

Bulma has strong pull with CC, so if questioned about Vegeta, she'd tell them that he's not an enemy. Capsule Corp also tends to be left alone when crazy stuff happens; for example, Shenron was deemed as just another one of their scientific experiments when summoned from their headquarters.

The DB military aren't the brightest bunch. They make their presence quite known whenever they're up against extraordinary beings. Their attacks would seem like slow-motion, and surely they'd know better than to provoke someone that can wipe them out in the blink of an eye.

Media coverage relates back to the CC thing. Getting someone with strong influence or power to validate Vegeta would be the go-to move if necessary, with Bulma and Hercule being the main candidates. Vegeta is very uninvolved with normal human life. If he were to be tracked, the footage would largely consist of him training in the mountains or going in and out of the Capsule Corp building.
