Does this imply that 17 (vs kamiccolo) > 17 (vs z fighters)?

17 initially was under the impression of piccolo not being a worthy enemy (due to his inability to sense ki and his last performance):

What are your thoughts into all of this? Do you think all of these statements implies that 17 wasn't going all-out vs trunks and piccolo?

Both #17 and #18 held back against the Z Fighters. If they didn’t, they would have killed them. Their only goal at that point was to kill Goku.

Yeah, if he still had yet to fight seriously until Piccolo forced him to use his barrier, then I don't think it'd make sense for him to be serious when destroying the Z fighters earlier on.

He was just using more effort. He held back against the Z-Warriors since he (and 18) didn't wanna kill them, but he was 100% against Kamiccolo.
