I didn't notice this thread had a new post. Guess it's time to bump it.
Kami had a decent introduction with him displaying godly might in how he oneshotted Goku and the concept of him being incapable of stopping the horror he was responsible for that was Piccolo was a very good one. In terms of execution, however, it leaves much to be desired. Even though we're told a God can't kill himself, it's made apparent that he isn't physically incapable of doing so when he tries to kill Piccolo at the end of the 23rd TB, plus he could've always put Daimao in a state where he was incapable of fighting back and taken him prisoner since it's shown in the 23rd TB and Freeza Arc they don't feel each other's pain. Moreover, him not doing the logical thing in slaying Piccolo for the good of the Earth when defending Earth's peace is his job description (especially one he created) makes him incompetent and selfish. With his knowledge of the afterlife, he had no real reason to be scared of losing his life when all it really mean for him is moving home.
Akso, he was planning on leaving the Dragon Balls inactive, despite it being made apparent those killed by Mazoku are stuck in purgatory forever. In conclusion to his Part 1 role, God is a dick.
His role in Z is also too limited to offer much for his character as his only real role was expository on the afterlife and how irrelevant he'd became power-wise.

As for Dende, he doesn't really have much going for him beyond being the group healer. He had some engaging qualities in the Freeza Arc with how him witnessing the death of those he cared about made him a sympathetic child character, but when only one of these major deaths was permanent, it didn't matter in the long run. After that, he isn't given much to do beyond being a more competent Kami. Not a bad or worthless character, but just average.
