I do think he got stronger but all it implies that SSB was stronger than Black on the whole time but the energy problem.

Doubtful. Vegeta was completely unable to keep up beforehand, whereas now he's able to defend himself just in Red while he's able to beat around Goku Black with Blue.

Blue just after getting a senzu to return to full health still barely matched SSJ Black (post first zenkai) evenly, so I think it's just that Vegeta is both stronger post-Rosat and that Blue's bursts >>> a maintained Blue form.

Alright, but seriously, how was it implied pre-RoSaT SSB Vegeta was anywhere near SSR Black's level? He was getting beaten down by post-zenkai SSJ Black, who said Vegeta was merely at an adequate level to keep making him stronger, not that Vegeta was superior or on par with him.
