Did you put #17 up so high because of what Goku said at the end? Goku in #17's first appearance in the manga said he was SSJ3 level, so that's where I'd put him. There's also nothing that he did in the tournament that warrants to put him in the same tier as the SSJ-Blues.

Goku couldn't really tell how strong he was in their match since it was so short and he couldn't sense #17's Ki, not to mention SS3 Goku being scared of being hit by #17's Ki blast.
Nothing outright contradicts Galu's statement in chapter 42, and #17's brief fight with Jiren can be used as supporting evidence for him being PSSB tier.

Beerus ~ Broly in the new movie, Broly being canon to the Super manga, promotional material making it clear Broly > Jiren and nothing explicitly implying that Belmod > Beerus is a thing manga-wise.

Even anime-wise, it's quite unclear. It has been made clear that Whis didn't know the mortal the rumour (Jiren > Belmod) was talking about, nor the universe they were coming from, thus not their GoD either. The only thing he knew was the GoD who beat Beerus at arm wrestling. He might have been just guessing it was the same GoD just to mess with Beerus. The fact that it isn't ever brought up again, even when Whis is confirming the rumor, makes it even more doubtful that Belmod was the one who beat Beerus.

I think Quitela was supposed to be the one who did in both mediums.

Apparently, at the near end of the movie, Goku said that Broly might be even stronger than Beerus.
