Do you think he's stronger? Garp's era was stronger, but the son is probably stronger. Plus he's the MC's father.

Also I wonder how Dragon plans to overthrow the government - how much does he foresee needing to rely on fighting ability, versus on uncovering the truth and changing people's minds? To what extent did he think overthtrowing the WG is realistic, versus just having small victories of liberating kingdoms or freeing slaves? Maybe he never even thought he'll be able to make a revolution happen and would just need to hope for others to cause enough of a stir (as Luffy is now), so then he wouldn't see the need for huge strength. If he did plan to fight the WG's top forces, he'd be aiming to be strong enough to deal with someone as strong as prime Garp - at least to fight them to a stalemate while his forces do other things.

Prime Garp is most likely stronger. Current Garp I’m not so sure.

With how strong both Luffy and Garp are, it would be really odd if Dragon ends up being much weaker than them. The fact that Dragon's right hand man is already around Admiral level should be proof enough.

I don't think Dragon is expecting to change much with his own power though. The Revolutionaries have been focusing on starving Mariejois and inciting revolutions in countries across the world. Maybe he figures turning the entire world against the government would be enough to remove them from power. But ultimately they still need to remove the top level powers to succeed, so there is still a need for Dragon and his officers to be top tiers.
