I don't really like Cell being so strong. How would he get so strong? What is he training now? I don't buy it...

DBM takes place 10 years after EOZ, which means 27 years after Cell Games. I don't see why someone with Cell's potential couldn't do it.

- U9 Kuririn and Tien - Somewhat above Videl, but it's unclear where they fall. DBM doesn't give Kaio-Ken numbers, but Videl uses normal KK and KK "next level" vs Cold. She uses a beyond limits KK to kill a Majin Cell Jr, but it was either an outlier or a stupidly high Kaio-Ken (At least 100x).

- Tapion - Very weak, much matches KK Kuririn using Hirudegarn's aura.

- Hatchiyak - At least Ultimate tier since it decimated Gast before he explored a weakness.

- Base, SSJ and SSJ2 forms of Goku and Vegeta - SSJ multipliers are a mess here so I couldn't bother with them. Ultimate Goku and Vegeta seem to be the same as their SSJ3 powers but without energy loss.
