Probsbly. The problem with Zoro is we never saw him get tested until Wano so it's nearly impossible to place him.

The most we can say is that Asura Zoro ought to be above Gear 3rd based on his comment about needing to get a new captain if Luffy wasn't capable of Haoshoku Haki despite having seen his use of Gear 3rd prior. Other than that, we don't know where Zoro's peak ranked at that point, so G4 Luffy wins due to having more to go on for him.

How would Zoro fare against Doffy?

Probably lose after a tough fight. I think he'd need Asura to match Doffy's power and we know he can't do that repetitively
